Damnit you are way too perceptive. I've seen many people call the twist in the moment before it's shown but never the two episodes leading up to it, that's honestly impressive. You're absolutely right that with how they'd built up the elite 4 and Satsuki that they'd absolutely never have gone through with this plan and there's quite a few other hints of the build up to this throughout the rest of the series, the most prominent of which I'd say is in episode 7 where Mako managed to resist her temptations when fighting Ryuko and proved what Satsuki was saying there wrong. That was the episode that I commented on the greater themes in the show of fascism and control and particularly the human nature aspect of it and how Mako's actions in that episode went against Satsuki and by extension Ragyo's method of control, well at the end of that episode when Ryuko declares that Satsuki has been proven wrong and she turns away her face of disappointment actually turns into a smile which I believe at the time you thought meant that something was playing into her plans when really it was just her being happy that that which she was secretly against, subjugation by the life fibers(as she said in this episode, rising in rebellion against the subjugation by life fibers, we don't yet know anything further than that), was being proven wrong. Speaking of that theme, I do love them bringing up the tidbit in this episode about teenagers having the highest resistance to life fibers, as it is pretty much just a direct metaphor for control and well what are young people somewhat stereotyped for if not resisting authority. The cult leader like behaviour of Ragyo is also just incredible. Despite being robbed of a reaction to that massive twist seeing you assemble the logic to predict it was even better, really looking forward to the rest of this.
