The exact year Monogatari takes place in is unknown, however if you take the fact that May 14th is a Sunday then the year can only be 1995, 2006, 2017, 2023, or later or earlier than those. Given that cellphones are as present in the story as they are it has to be 2006 or later, and given that there's 0 indication in the novels of it being a story told in the near future as opposed to the presesnt, and with the first Bakemonogatari book coming out in 2006 I think the best possible guess for Monogatari is that it takes place in 2006. The only thing that goes against that is that in later arcs they have smartphones rather than the older style phones they have in Bake and other early chapters, however this is an anime only detail and can be chalked up to just being a non-canon stylistic choice. It's definitely another world, Araragi asks Shinobu if it's a gateway to another world before they enter and she confirms it, so that's why he worried about getting back even if it was just a day. The first time we see Ougi is certainly weird and makes you think you missed something, but no we're meant to meet her like this, as a character that Araragi already knows by the point he's talking to her here. And we also have our first real detailed conversation with Yotsugi and I love it, talks with her are generally fantastic and I really love this one in particular, worth noting is that despite her talking about how the whole "posed look" thing was a dark chapter in her history, the end of Tsukihi Phoenix was just 6 days before this conversation, making it so much goofier than it already is. That short time difference also explains why Araragi is so worried about Kagenui being around, having that beatdown still fresh in his mind.
