Dunno if you noticed but the ED visuals changed to match the arc, the same thing will happen in the next arc. Personally this is my least favourite arc in the entire show if you take it on its own, but this arc sets up a lot of the really good arcs later on so it kind of becomes retroactively great. Random background people not existing is once again due to Araragi being our first person narrator and how the show views how he views the world, in this case by not really even perceiving other people unless he knows them. This might seem like a bit of a stretch but there's evidence for this later on, unfortunately it'd be a massive spoiler to elaborate further.

Whenever I watched this series seeing Ararararagi do or say questionable stuff it made sense to me just because of arararagi is suppose to be some boy during their adolescence and when you are young at that age you tend to say or do stupid stuff that you might regret in future. At least that's how I like to believe haha. I hope pervy things arararagi says or does, does not make you dislike to show because its story is truly brilliant :)
