Got this one from Senturi for the card game concept; this one is a "finisher" sort of card. In the card game, certain deck strategies will be based on building up to a goal and playing a finisher card to win, rather than whittling down the opponent. In this case, this card is a tech finisher that depends on building up your tech with tinker and other IQ cards until its strong enough to wipe the opponent in one move. And it does have to be one move; if its not strong enough to win, the compulsion wears off at the end of the turn.
