Are the msrack16a and msrack16b images in the game yet? I assume they're part of the Bimbo Lessons plot, but I can't get them to trigger.

They are in the game. You need to do the route of agreeing to help Ms. Rack to reach that scene. It's the second scene after that point, after the breast expansion lesson.
