Actually, I think in the beginning of episode 3 or one of the early episodes you can hear Joker and Licht talking to each other about their plans. but it doesn't show their faces so it's easy to miss.

The Devil comment from Joker is referring to Shinra who is mentioned in a previous episode as being nicknamed "The Devil's Footprints" and frequently just called Devil by Obi and Arthur. He was asking Licht to figure out how to increase Shinra's power output which is why Licht showed up to help train Shinra.

What’s surprising is that even though Arthur was slashed by Sho, he managed to dodge it just enough to not be fatally wounded. Goes to show how strong Arthur really is 😂
