The reason Doffy can turn buildings and his surroundings into string is because he has awoken his devil fruit as he said. Its a evolution devils fruit users can obtain. So theoretically speaking if someone awakens there devil fruit, they should have full control of their devil fruit and their surroundings, like in Luffys cause if he were to awaken his, he could possible turn his surroundings into rubber as well.

Also, the anime stretched things a bit. Mingo was more overwhelmed in the manga. When Luffy used Culverin, in the manga it changed direction only 4-5 times before smacking Mingo in the face. There was no chase/"clash". I hate it when the anime does this as it makes Luffy look weaker than he really is

as to why luffys g4 is limited, gear 4 is based around armament haki which takes energy to uphold for a longer period of time and doffy can just produce as many strings as he wants.

Regarding the devil fruit limits, I think a lot of it is also just training, like Luffy couldnt use G2 and G3 unlimited like he does now. When he used G3 back then he always turned to Little Luffy and had to "recharge" :P . Don't know if that's true but those are just my thoughts :) .

Nah, here's about Haki, which is not infinite. Luffy is constantly using his Haki when in G4 compared to the other forms where he activates it when needed. This strains his Haki reserve, which determines how long he can keep the form

A more accurate info about why G4 is limited is the fact that Haki is not infinite. In the other forms Luffy activates it for a few moments/seconds when he attacks or defends. In G4 he is constantly coated in Haki, which strains his Haki reserve. When he runs out of Haki his G4 form ends and can't do much for a bit.

You’ve see “woken” fruits before. The jailers in Impel Down with Zoan type fruits were mentioned to be “woken” fruit users by Crocodile which is why they were so strong with beastly instincts. I also think that Chopper’s Monster Point is his fruit’s “awake” mode, but we’ll likely find out later. Thank you for spoiling us so much this week with so many reactions. It’s such a treat!

This awakening of devil fruit explained by Doflamingo is possibly the same thing that Crocodile did hundreds of episodes ago in Alabasta. It's a theory, but it's quite possible that Crocodile has awakened his devil fruit.

He already improved it quiet alot during his fight in whole cake arc, againsnt katakuri his Busoshoku and kenbunshoku got better, not good enough to compete with one of the 4 Emperor yet thought.

It's not cheating both Luffy and Doffy have a Paramecia DF power on can emit rubber endlessly and one can be rubber endlessly. Luffy Gear fourth is like an inflated ballon that is slowly deflating, I can't explain it fluently cause I'm not a native speaker but I'm sure your mods can, likewise doffy's healing technique has a time limit, he can't make the effect of Law's Gamma knife go away immediately, and that's why you can notice before Luffy went G4, the only place where he can affect Doffy is his Abdomen. I just love the that Oda uses real science to come up with techniques specially with Luffy you can tell he learned how rubber works scientifically and he's applying it.

If you think about it, Luffy's power-ups are somewhat similar to Goku's. Both also specializes on either speed or power. SS2/G2 - Speed SS3/G3 - Strength/power SS4/G4- Primal power & Hybrid-humanoid form

When Goku fought Kale, he explained some advantages and advantages of SS forms. The one i remember is when he explained what SS3 does and also why it's not always a smart move to use it against someone who is fast.
