Allona the 5 men who where discussing luffy and blackbeard are the five elder stars "Gorosei" I'm surprised you didn't recognise them, they appeared few times before, they are the head of the world government. Regarding their point about Blackbeard, no they don't want to make him a Yonko the government don't appoint Yonko, it's not like the Shichibokai. They suspect that Blackbeard will purse the title of Yonko, which means he will try to control Whitebeards territories since he is already familiar with it. Keep in mind his Shichibokai statues is automatically revoked because of what he pulled in impel down and marinfrod, hence the Gerosei wanting 3 new Shichibokai to replace, Moria, Jenbi and Blackbeard.

I would be careful looking up stuff about any of the characters because you might get spoiled. You're right the guy's name is Basil Hawkins, he ate the Wara Wara no Mi, a Paramecia-type Devil Fruit that allows him to create and manipulate straw. He also showed himself covering himself in straw and turning into a giant scarecrow during Sabaody.
