What's Chemestro up to? (Patreon)

What's our maladjusted antagonist up to and how can we make him pursue his goal of supplanting Solaris while running up against Perry?

Perry in the immediate future is going to deal with a little bit of shenanigans around his scrapyard, then get shipped off to Washington city for his Draft (specifically, he will be guarding the train that will be transporting a ton of food and supplies back from Washington city in exchange for the draftee's help defending it.)

I don't have any strong ideas on what Chemestro can be doing in the meantime and how it can come into play. I don't want this guy to be forgotten, because he's been a fun antagonist so far.
