What I understand why Retsu is struggling, is because he is trying in his own way to use only boxing. He is using his fists in his kungfu style vs modern boxing. It's not a issue if he could beat the boxer if he used all his martial arts, but he is trying to improve himself by using boxing in his unorthodox ways. So morally he lost that fight to Smokin Joe, because he used a martial art skill to accurately finger jab to a nerve spot, where normal boxer would never be able to do what he did as no boxer would extend their finger. Retsu's arc in this has been fun to watch. Baki has been just going batshit crazy in his hut bowing to Master Roach.
