Nah makima didn't kill the civilians (I think). We saw all of them running out of there scared as hell, likely due to what they saw her do or because 4 dudes with guns shot 2 people. One of whom seemingly rose from the dead. We only saw the 4 bodies of the shooters on the train.

Not a spoiler because I have checked out the Manga yet but I plan to but Kobeni has a contract she mentioned it at the dinner but she said her contract was a secret and Denji also never said who he has a contract with also I believe Kobeni could have killed them if she wanted to but the fact they ran she shoot around them

Also another thing yall seem to miss was the bodies on the train had big holes in them and Makima had no bullets holes even though they shoot her in the head which hints that one of her contracts has to do with revival or very likely she is a devil of some sort

Not really defending her, but judging by the number of rounds fired throughout that sequence, the gun may be empty by that point. Hence why she didn't shoot.

Hope we get a Season 2 announcement soon since apparently Season 1 only goes for 12 episodes. First arc covers about the first 70-ish manga chapter and we are at a 3-4 chapters per episode pace
