In the manga Toga is supposed to be full on naked in that scene, but since the time zone for the anime isn’t late enough they have to censor it by giving her that weird grey looking suit.

They mentioned this before during the sports event. But when midnight first debuted her costume wasn’t family friendly. Her previous costume can be compared to a g-string honestly. She went with that cause her quirk is stronger the more skin she shows.

Why didn't she go w/ some type of non-airtight costume tho? If they have tech to turn hair into a suit for Mirio, they have tech to make an outfit that doesn't block gas at all, no??

Toga's "white skin" is just the anime's way of sort of censoring the fact that she is actually fully naked. When she transforms her clothes go with it so when she returns back she is naked. I don't know why they decided to go the route of making her body white as snow as their way of censoring but I guess they want you to think that is due to her quirk as a way of "explanation" even though in the manga she is just simply naked.
