To clear up the order of events shown in the memory: 1) Shadow Ushio swam down to save Shiori because like you said, she's better equipped to fight a Shadow. 2) Once Shiori was free, Shadow Ushio grabbed her and started swimming for the surface. 3) Shadow Shiori grabbed Shadow Ushio to try and stop her. 4) Real Ushio ripped Shadow Shiori away and told Shadow Ushio to keep swimming. 5) Shadow Shiori started choking out real Ushio, then went after Shadow Ushio once real Ushio was dead. 6) Shadow Shiori tried to destroy Shadow Ushio, but wasn't able to finish the job because Mio was getting close. 7) Shadow Shiori erased real Shiori's body before Mio could see, then played dead and let herself be "rescued" by Mio. 8) Sou grabbed real Ushio's body, while what was left of Shadow Ushio kept sinking. 9) Shadow Ushio was eventually able to reform her body (which is why she ends up on the beach still wearing the swimsuit), but lost most of her memories because of what Shadow Shiori did to her.

You can tell who shadow Ushio is versus the real Ushio in the ocean scene by the fact that shadow Ushio is wearing the shell necklace while real Ushio isn't. Since shadow Ushio turned into the real Ushio's necklace.

yeah they did not say they can Copy ONE time; they said if you shadow dies you are immune but yeah that secound copy had problemes too

Sadly, it really isn't available anywhere unless you live in japan. Have to go alternative routes to watch it. It is on Disney + but region locked in japan.
