The line Hajime said "How's your friend's arm?" was referring to the guy who fled after attempting to shoot the teacher in the first season. We saw him flying away on a dragon and Hajime managed to get a shot off on him that hit his arm. At the end of the first episode this season when we first see the "Head honcho" guy he mentioned that guy had lost his arm.

I’m not here to debate whether fried the demon general is good or bad but I equate it to the hero and how he behaves as a fake hero cuz he’s also in a sense being manipulated to be the hero and fight for the country like the demon I just don’t like people who use manipulation as an excuse even tho they have free will so to me personally there bad people maybe not unforgivable but also not redeemable in a sense to me if you understand

The General isn't using it as an excuse to anything tho, he is PROUD of his God declaring him one of his Apostles after he got an Age of God power (the anime skipped the reasons for this, IIRC it was explained in earlier LN volumes as to why getting one of these types of magic gives you the right to be called an Apostle. Or was it in the spin-off novels about the actual Liberators themselves, Arifureta Zero? I don't 'member anymore at any rate)
