Toga's story is another one that proofs that the current society is not well prepared, or equipped, to take care for everyone. Regardless of their quirk. But also, another assurance that quirks influence the character of a person. Bakugo himself is explosive, Inasa, the wirlwind guy, is carefree (unless the todoroki family is involved). Toga's Parents, and Teachers, didnt do a good job.
