The thing about Luffy and tires probably comes from old school theories of what people thought he'd be able to do with his devil fruit in the future. I think it's called volcanized rubber, and people thought it would be a powerup he'd get at some point. The dark coloring on him now though is just Haki. Now that it's been revealed, Oda started visually showing it being used. Anyone using Armament Haki will usually have the dark coloring now.

To add on to Adam's point, Gentle Criminal's powers from My Hero Academia were also something people thought Luffy might be able to do eventually.

When you were talking about a country saying that "if you keep selling oil at a reasonable price, you'll be okay"; it sounds just like Big Mom in One Piece, example: "if you keep giving us candy at a reasonable amount, you'll be okay".
