As I understood it Megumi's father and Tsumiki's mother had already had children before meeting each other. Making Tsumiki and Megumi step-sibling not related by blood. Sometime after hooking up they ran away or disappeared, and there was a money trail leading back to the Zen-in family. Since he does not seem to know where his father is I believe Tsumiki was also left behind by her mother and Megumi's father. Megumi and Tsumiki still seems to have contact so it is possible that Megumi took the proposition from Gojou to become a sorcerer to help himself and Tsumiki cover expanses or Tsumiki might have been left with her mothers extended family. While the Zen-in wanted Megumi but Gojou got to him first. So my assumption is that either Megumi's father, and Tsimiki's mother was kidnapped by the Zen-in family/ They were killed by a curse/ or Gojou might have done something to stop that from happening.
