Late comment but I'm pretty sure Daedalus was only tasked to create Babel (an entrance to the dungeon) but not the dungeon itself. I think the dungeon just always existed on its own. That explains why his labyrinth is called "The Man Made Labyrinth" implying there is one that isn't man made - the Dungeon. He just wanted to compete with it, hence the "opus" spear guy was talking about.
