Allow me to clear something up to anyone who ends up here after all this time. When the gods descend to the Lower World from the Heavens, they become mortals with the ability to grant blessings to people. To keep the gods safe, the laws of the world that allow them to descend also save them from a life-threatening situation by sending them back up to Heaven, which they are then unable to leave forever more. In this case, it was Ishtar falling from the tower. A normal person would have died but because she is a goddess, before she could be hurt and die from the impact, her divine powers send her back to Heaven.

They also pointed out in episode 1 that the children of the gods are known as spirits and they are particularly beloved by the gods and skilled with magic but disappeared so Bell is the first spirit most of them've seen in centuries so they aren't expecting them god pheromones.
