After piecing a bit of the internet's opinion and mine, I'd say the cant get drunk thing is basically the regret of having a superficial relationship with yuki and ending it like that. Haruno said something about how not ending it properly the feelings would smolder for the rest of his life, and it'll never end. It's kind of a metaphor of no matter how much you drink, you can't escape the regret and become oblivious to your past, it'll eat at you forever. She was also talking about all the deception he's been doing to himself, and that hes self aware of everything that's happening etc. And how that'll eat away at him as well Please add on or correct if someone has different thoughts :)

Not being able to get drunk is a call back to an earlier episode where Haruno said that no matter how much she drinks, she can never lose herself to the moment. She is always self-aware (can “see” the face she’s making). Haruno told Hachiman that he’s the same, that he can’t live in the present because he’ll always be analyzing himself and the people around him.

You won't allow yourself to make a choice just based on your feelings. The "You can't get drunk" is meant to represent the obsessive skepticism that both Hachiman and Haruno have. Haruno says that to Hahciman cause she thinks they are the same. She sees herself reflected on him, always trying to read between lines, always mistrusting everyone even themselves. No matter how many stimulations they "drink" is never enough for them, they make excuses, lie, try to run away from everything even their own feelings; because they see them as something fake, that's why they try to find a singular reason for everything, there is always something false in everyone, in society, in the feelings, in themselves. They are obsessive about that. so no matter how much they try to find something genuine, they can't because they think that maybe that genuine doesn't even exist; that's why she asks him if something genuine even exists. At her eyes no matter how much they try to get drunk (In emotions, passions, relationships, etc) they can't. Of course, as the teacher says that's what Haruno thinks, both her and Hachiman have different life experiences, especially considering that Haruno had her life totally planned by her parents. So in my opinion even if they are similar in that skepticism, they are not the same.

I like how you pointed out that what Yukino's mom said to Yukino was basically "I'm considering it now". what you forgot, however, is that earlier we had a very similar conversation where Iroha made a proposal to Hachiman and he also said that he would "take it into consideration" and Iroha points out how that is essentially a rejection.
