Some people say the lady at the police station is Mamaragi (they did mention at some point his parents are police officers). I don't know if it's true though. At this point it's already established that Araragi is not a mama boy, but it's strange that he do not recognize her if it was the case, so I don't know.

I reckon that he recognized her and based on the eyes of the officer shown to us, it is quite similar to Araragi's. The reason why as soon as he grabbed the map and ditched right away might be him not trying to dodge the question but to run away from her because she will easily recognize him the moment she laid her eyes on him.
