When this episode first aired on TV, they didn't have time to finish animating the OP so they just paid some chick to dress as Tsubasa and filmed a live-action version of it as a placeholder. It had live-action bare titties and everything.

I wouldnt say low buget, just the studio was hella behind. You should see the comparisons between the TV version and the Bluray version. Completely different anime with the previous episode 10 being the biggest offender. They'll get the animated version of the OP for eps 14, 15

Its not explained well in the show, theres a couple lines in the novel, but Arararararararagi grabbing at Nadeko was him checking for snakes.

The flashback was during Golden week so April 29th thru May 7th. This episode and the next take place on June 13th. For the record Hitagi Crab took place May 8th, Mayoi Snail took place on Mother day May 14th, Suruga Monkey May 26th and 27th, and Nadeko Snake took place on June 11th and 12th.

Fore the record, and I'm sure others have pointed this out, while Araragi is a pervert, he wasn't just grabbing and Sengoku and looking under her Skirt for no reason. He was trying to see if the snake scales were truly gone and haven't come back for some reason or another. And he probably didn't think asking her would be good enough, because she's obviously the type to just put up with it and hold it in. She probably would hate herself for troubling him with the same problem twice, and he knew that, so he just grabbed the air around her and took a look. so in this VERY SPECIFIC CASE, Araragi wasn't being a pervert.
