Kazutora's clearly criminally insane. Whoever the hell decided he was fit to return to society the first time should be charged with criminal negligence. He's not even a reform issue, he's just outright mentally ill and either needs treatment or to stay locked up if that fails. Otherwise, he's probably just gonna kill the next guy who pisses him off and find an excuse to blame Mikey again. Then kill Mikey. Although sending him to prison instead of a mental institution absolutely was a failure of the system.

The way I see it, Takemichi is never gonna be able to completely negate an event, only change how it plays out-hopefully a bit better with some key factor being taken out or changed. Still, these changes seemingly make all the more meaning with snowballing effects.
