They evolved from hobgoblins after rimurus evolution. Remember every single person he named got a gift and allot of people wanted strength after they got diddy bopped by farmus and allot of them were already strong so evolution was the only way to go from there.

just an FYI! you guys seemed to miss the reveal that they now have new Ogres living in Tempest. Before Benimaru Shion Shuna hakuro, Kurobe and Souei were the last of the ogres in tempest because of the Orc attack. The new ogres are actually evolved Hobgoblins that worked under Benimaru. They evolved due to the Harvest Festival's gifts.

So a power Rimuru has is that every time he names someone he gets a power boost in proportion to them. As an example before Diablo was named he was stronger the Rimuru but after he names him Rimuru got a power boost so he is now stronger
