You need give Matsumoto more of a chance. He's not the same AI from episode 1 that only cared for the mission. By this point it's clear he cares about Vivy's well being or else he wouldn't have bothered to help her as they said.

Woah, that was a truly great twist. When I heard the Mixer's voice, I was wondering why a side character had a VA that has voiced many badass anime characters. But then the "I AM ANTONIO" line comes and hits you with that much more impact, with his voice.
