The saber class is regarded as the strongest in any grail war thats why they always say that.

The Saber class is known to have the strongest base stats and strength but whether they're the strongest servant really depends on the summon and the abilities of the other servants. Even if Saber has the best stats, any other servant class can have an ability or noble phantasm that can surpass Saber's strength.

Just fyi you don't need to kill all seven servants to make a wish, you need to kill them all if you want to make the wish of reaching the Root and I'm pretty sure Toshaka was the only one who wanted to do that.

It's my understanding that they need the 7 servants to reach the Root, which is different from the Grail. The Grail can be won by simply winning the war. The Houses are using the Holy Grail War to reach the Root. I think it's the Root of all Magic? I'm not too clear on that. Someone else might explain it better. Edit: Everyone else's comments finally showed up and I can see that others had already explained the difference between the Root and the Grail. You can take my comment as confirmation.

The Root is basically if God were a place. Everything came from it, magic is directly connected to it, and that's where souls return to when they die. Reaching it essentially means you ascend to a higher plane of existence (or just walk away with a lot of power if you get close, but opt to leave before completely getting there). Every mage in this damn universe has an unhealthy obsession with reaching it. There's more to it than that, but you'd have to get pretty deep into the lore to understand most of it.

Technically the strongest would potentially be Caster, depending on the conditions. Casters become mega-OP the longer they have to prepare the gameboard etc. So it's generally Caster or Saber who is the most OP, assuming same power-level stats. I mean Berserker too, but Berserkers are brainlets in exchange for raw stat buffs, so they are not that likely to win, end-game wise For example, Gilgamesh being summoned under the Caster class, would be hella broken OP, given that's Gil at his peak, pre-Death

The Saber class has the magic resistance skill and its considered the strongest because in the first four grail wars they were in the final battle. Also Archer Gilgamesh is at his peak since the Caster Gil only uses staffs when he uses Gate of Babylon.

the class distinctions are kinda irrelevant anyway since there are lancers who are literally demi humans that would clap 99% of the cast and gil is an archer etc etc... I guess it's an "on average" sabre class servants tend to be at least A+ Rank while you could get some real stinkers in other classes.

Also killing all 7 servants is a special thing because tokiomi like he said in the start wants the ROOT or basically the origin of magic/everything. killing the 7 servants is a special ritual its not normally how the grail wars goes.
