I think it is mentioned before, but all these dudes are from middle school (3rd year in particular) not highschool, they look like highschoolers for sure, but this is anime so age does get a bit confusing visually. Also these gangs usually form by generations, so every gang mostly is made up of same grade people, when one of the Toman members mentioned that the other gang is older it literally meantnthat the whole gang is 2 years older (2nd year highschool).
