Bradley was the "12th Candidate". So that means that 11 other people were FAR better than him in everything. He just got lucky enough that the stone didn't kill him. Imagine if #1 or #2 became Fuhrer.

With that said, I really loved how they added Ed breaking through the gate more because it was the best thing ever to happen for the end of this episode. Let it Out is one of my favorite anime endings, and FMAB is the only anime I've watched where I loved every opening and ending.
