It occurs to me that the reason Momo blows the whistle is that when he's with Aang and he blows the whistle Appa comes. So by animal logic if he's with Appa maybe if he blows the whistle Aang while come.

Metallurgy/industrialization would be my guess. We've yet to any other nations with ships that even began to compare to the fire nations, the tanks are new but the ships and their armor aren't. As we saw during the northern water tribe invasion their catapults don't technically need a bender to function(And their ships run on coal, while water tribe ships use sails and water bending to function) and they still have beast they mount giving them a speed advantage on land as well that we don't really see for others beyond the smaller ostrich things in the earth kingdom and the air benders bisons (Sozins comment answers that latter half though). Water bending is also more balanced and arguable leans more into defense than offensive might than the other elements. But fire has range and speed along with some aoe as it naturally has nothing but offensive strength. Lighting is a specialization of fire bending but isn't shown to be needed to be competent at fire bending. Meanwhile the deadlier aspects of water bending are the higher tier stuff as far as offense is concerned (Bending the water inside of things and even bending ice isn't shown often beyond being used as a wall). Different balances is what I'm getting at.
