The Boys were founded on the precepts that Supes and the corporate power behind them has led to a giant gaping fucking hole of unchecked power where the super-abled are not held accountable for the plethora of crimes and injustices the system propagates. Homelander exemplifies how broken the 'Superhero machine' is, and so creating more Supes to kill one Supe runs counter to the philosophy and goals of The Boys. Moreover, the show has been extremely character focused since its inception, even Gen V was, so it sounds like you've been bored for a long time. If the show was just about killing Homelander then Ryan wouldn't exist, the entire plot is directed by character drama - what the fuck have you been watching? Lastly, how smart would it have been to create permanent Supes after finding out that there is a Supe killing virus that's been developed?
