Since I haven't read the source material it could be that but 99% of the time its just for the audience to distinguish between identical looking characters. Tokita didn't notice by anything other than his attitude being different.

Idk who that girl is, but her eyes are the first thing I noticed about her. They are dead - devoid of emotion. She's probably a killer or something, but yea - she always seemed suspicious to me.

The others at the Red Division aren't stupid, they just don't know about the green eyes dude, this could be their first time meeting him. The only one there seems to know about him is the panda eyes guy. He wears a white uniform, which doesn't match any of the Keeper's color, so either he works in a different department or he is just a cadet who hasn't officially joined any of the division yet.

Besides, I think the panda eyes guy will be cause problems for D in the future. He seems to know the original guy, so he may later realize that his eyes color isn't right.

I wanna point this out now, I notice the Berserk influence. The rangers remind me of "God's Hand" from Berserk, red ranger being Griffith in a way, and then the character toward the beginning with the one eye covered up with his white hair, reminds me of Serpico.

I don’t think alternate dimensions plays a role in this. Having access to alternate dimensions leaves the question why be so focused on this one? Why not just find a dimension with an earth that’s more palatable to your cause? Some of your ideas are headed in the right direction though.

Influence doesn't mean replica. Things can be influenced by something, but portrayed differently. It's not a reach. There are other things to take into account besides what you visually perceive. The stance of the rangers when they showed them sinisterly, along with the character design of that one person. It's not something to rule out. I just think you're looking at one leaf and not the entire tree.

Like if I found out that the government were keeping beings that tried to take over the world as slaves I would happy as hell. I’m pretty sure the main character not changing eyes is for US as the audience to be able to identify him when he takes on someone else’s appearance, it looked like that’s what they were getting at with the intro, which makes sense it’d be confusing for us if he looked exactly the same
