Yowl is a part of an underground chain of criminals who work in different disciplines / factions to keep the illegal goods flowing through the lawless under-city channels. Yowl  specifically deals in the illegal trading and experimentation of stolen hardware or gear from well known forces such as GUN. They're the main source of illegal Chaos Drive distribution. He has close business relationships with Pandora
