Okay so the Doctor having kids is a bit of a complex one. in 1963 the very first doctor travelled with his grandaughter Susan and they caled themselves 'exiles' who were 'cut off from their own planet' and we do not know why (everything in classic who is pre time war). There is never any mention of susans parents or other family in classic who so we do not know if he had children who lived on gallifrey when he destroyed the planet. 1
