I’m not sure exactly what the Jean shorts represent. I always took it as a reference to John Cena since he wore jean shorts in the ring. I think his gimmick was that he was a soldier or he respected soldiers, not too sure

The man who plays "The Maniac", the wrestler in the episode, is played by Roddy Piper who was a very famous, Hall of Fame wrestler in the WWF and WWE! An awesome guy and so cool they got him to cameo in the show. He passed away in 2015, but honestly an absolute wrestling legend.

If I recall, the jean shorts was just a random funny/odd choice of a gift that Frank might give. Then one of the writers thought it would be funny if the soldier ended up loving them and wearing them from this point forward in the series. Part of that might be slightly wrong, so someone correct me if I am.

The only other meme Iv seen from this show other than Charlie’s mail room rant, is frank holding his hands up in the end there with everyone cheering

That sounds right, it seems like them to just choose something random and make it a running joke, just like the milk steak

You should react to Nacho Libre! Essential viewing for any fan of Jack Black. Plus its super quotable, hehe

They were also parodying The Wrestler that was nominated for 2 Oscars that year.

I used to watch wrestling as a kid and I always loved him. I grew out of it in my teens, but was still a fan of his, especially because I loved the movie They Live. Fortunately, I actually got to meet him before his passing, but it was at a horror convention rather than a wrestling thing.

The "heel" not Achilles, is indeed a term used for the antagonist or villain character in wrestling. The good guy is referred to as the "face". You should check out the show GLOW, at least on your own time! One of the main characters is Annie from Community which I know you love. GLOW is a show about the "Gorgeous Ladies Of Wrestling" it's not only funny, but evocative with compelling characters.
