there's more to lady nagant's story and it will be revealed soon. the second and third do have quirks and you will se the third users quirk in this fight and it's a good one. for the second users quirk you're gonna have to wait for next season, they saved the best for last. they are from the same time, that's why their clothes look similar.

Vigilante and racism or quickism maybe, well they attack people that don’t look like normal humans. Nto a good combo. I don’t think it has anything to do with what she is wearing. After episode. I think the two have quirks because it was all might the first one quickless. I can understand not wanting to have anything to do with the fight after a traumatic experience. I think the reference to what the woman was wearing was related to the rain. She left her home in a hurry and wasn't dressed for wet weather. It's not a great reason to be suspicious of somebody but when people are afraid they become paranoid. Also yeah there is probably heteromorph prejudice at play as well.

I believe the word you were looking for is heteromorphs. You're right in the idea that people are regressing, which is kind of what AFO wants, to throw the world into anarchy. There will be an explanation for what was going on with the two facing the wall in time. Air Walk seems a bit self-explanatory. I'm thinking just because it's a bit harder to see in the rain is why AFO told Nagant to attack him in the rain. I'm sure All Might's car is armored, it would make sense to give extra protection to a car used by heroes just to prevent them from ambush. Great reaction as always.

Those two users are from the same time, that scene with the first user was a flashback. Users can exist in the same time, because the power can be transferred at any time. Like when Bakugo had OFA in the movie, it would’ve made three users (Bakugo, Deku, All Might) existing in the same time period, including Nana too if she hadn’t been killed.
