I think you need to make a distinction between "a God" and "the God". In Japanese saying "God" or "Kami" could be referring to one of many gods. I think there is more than one "God" in this story.

The way I interpreted what the hooded figure was saying was that he sent Fushi to this world as part of a plan to preserve the world and that someone else sent the creature that attacked Fushi to try and sabotage the plan.

When the narrator/God said there was an intruder in his garden he was talking about the creature that attacked Fushi. That was my interpretation anyway.

I think the writers definitely want us to think that figure is god or a god especially with that clear reference to God and the devil ("someone has come to play in my Garden") whether it is god or not idk but I think that plant monster was not of his creation
