Stereotypically, adorable characters are small or have large sparkle eyes or have certain facial features. But in personal perspective, it can be whatever sparks that emotion inside you

Well usually you'd just either name a price for them, and then first come first serve. Either that or you can just let people offer you an amount, and then just go from there.

Adoptable characters are basically characters you've 'created' and want to let someone else own. You design and draw the character and offer to sell the character to whomever pays your price. You can even put them up as an auction!

You give the characters a name and price and you can either sell or auction them off
