Pretty sure Kevin was thinking of Cart Narcs. Not people who park poorly, it’s people who refuse to return their shopping carts.

It’s not really a loophole, it is legal to take pictures or film in public; like a street or a park or church parking lot. Going out of your way to film strangers, however, is considered by most to be very impolite and these guys definitely sound like provocateurs. And as Carl pointed out, they have pepper spray knowing that people are going to get confrontational with them because of it. Maybe if there was a way to prove they knew they’d be provoking people they could be charged with something but I dunno, I’m no legal scholar.
