As to your question, barely any super hero comic characters keep the same exact outfits over time. There's usually small changes between different iterations, and sometimes there's even very big changes. Harley Quinn, being a character defined by the major changes in her personal story (going from accomplished psychiatrist, to lunatic sidekick, to her own person with changed, more anti-hero like tendencies, to a part of a government task squard) is one that, just in the character herself, will likely change her own outfit quite a lot on top of the usual 'different artist/writer, different interpretation' shenanigans. Also, what are you even referring to when you mention her 'base design'? Because I assume you mean her red and black harlequin suit as shown in, for example, Batman TAS. But that suit is heavily outdated and considering that the 'base' is almost an insult to the character whom has moved on past that stage in her life in most if not all media currently being produced.
