In season 5, in one of the later episodes, Hawks goes and visits Best Jeanist while he's recovering, and near the end of the scene you see his Wings sprout up as if he's going to attack. Later in the season, Hawks and Dabi meet up and you see Best Jeanist in a bodybag, which Dabi confirms is actually him. So yes, Dabi and the villains actually believe that Best Jeanist was killed by Hawks. Season 5 Episode 14, if you wanted to rewatch the beginning of the episode, so it makes more sense.

What Toga meant was that she got her answer to if Uraraka would kill her like Hawks killed Twice, or that is how I took it. "Threaten people so you can do what you want, and you deserve whatever is coming to you!" I take that like, if you hurt people you deserve whatever happens to you afterwards. At this point in the story, Best Jeanist has been missing for a while, and at the end of season 5 I think it was, we saw Hawks in Best Jeanists room with one of his large feathers standing menacingly behind BJ and then later it shows Hawks showing Dabi a body in a bag that is presumed to be BJ.

And yes, there have been hints throughout the show about the Dabi reveal, like in season 3 when the villains attack the camp, and Dabi singles out Todoroki, which is the only one I can think of off the top of my head at the moment.

Dabi being Toya was one of those "secrets" that many of us in the fandom had kind of figured out for a while, so it wasn't that shocking when we finally got the reveal. Like Dabi calling his father Enji instead of Endeavor during the nomu incident, or how we got a scene with Dabi thinking about family after he killed the sand hero, etc. It was still an epic episode though. (BTW, I know you watch the English dub only, but it'd be interesting to see if you can recognize Dabi's Japanese voice too...)

Go back to season 3 episode 7 and listen to the way that Dabi talks to Shoto, and to season 5 episode 2 and listen to the way that he talks to Endeavor. It's so eerie when you know
