So you seem a bit confused on how OFA works. Originally AFO’s brother seemed quirkless, so AFO gave OFA a stockpiling quirk. But OFA actually had the ability transfer his quirk to someone else. So mixed with the quirk AFO gave him, he could pass on the stockpiling quirk along with the passing on quirk. Over generations the stockpiling quirk got stronger, so if it’s given to someone with an ability, that person’s ability gets stronger as well. Same with Blackwhip. It had a multiplier put into it. That’s why in the Two Heroes movie, once bakugo got OFA his explosion quirk was so much bigger.
