Just to clarify what you were asking during the reaction and nobody had explained in the comments: a Tsuguko is an apprentice that was trained specifically by a Hashira. They are usually super talented and chosen by the Hashira themselves. They usually use and were successor of the same breathing style as the Hashira who taught them. If the current Hashira dies or retire, the Tsuguko will take the place of that Hashira. For example: Kanao (coin girl) is the Tsuguko or apprentice of Shinobu (butterfly lady), Zenitsu is the Tsuguko or apprentice of the old teacher (a former Thunder Hashira as mentioned) we saw in ep 17 for thunder breathing and so on Rengoku does not have a Tsuguko or apprentice when he died. His yonger brother thinks he is not talented enough, and he was worried there were no more successor of the flame breathing technique.
