I know it served to move the plot forward, but it was sad Anya was able to see Willow because Willow's subconscious (in the form of the spell) didn't really consider Anya a part of the group. Totally got where they were going with this episode though. Harsh as it may be, it was important for the audience to see Willow get some sort of punishment for last season. And the did it in an effective way that also made us sympathise with her and allow her back in our good books. "What's a word that means 'glowing'? Got to rhyme." Effulgent! Also loved the Dawn comedy! Such an underrated character.

This is what I thought too. Maybe not she could see her because she is a demon but more she wasn't worried about Anya because Anya is/was a demon.

I've always thought it was something like willow put herself in a dimension within the dimension they are in and made it imperceptible to buffy and Xander (and by extension dawn)

I can't believe I'm only getting this now. Ths is what I love about this show, that you can watch it so many times and still see new things you didn't see before. Rewatching this, I'm on the scene where Spike is talking to Willow, but also to Buffy and Xander when Willow can't see them, and they can't see her. You said Spike is like the hall monitor, and you're right, he is behaving like one ("There are things here without permission, have to check their slips."), but I just picked up on something hilarious. There is an episode in season 5, though I can't remember which one, where he's making fun of Riley, and what does he say? "Is the enormous hall monitor sick?" It's a fascinating detail that I don't think is entirely coincidental.
