Actually (to be that obnoxious guy who just keeps popping up with pointless commentary), since you mentioned Loudon Wainwright III previously, one of his best albums is called "History", and he released it three years before Michael Jackson. He brought this up to his agent: "Can't copyright a title!" (It was funny when he was relating the story, of course...)

It's straight up (slow) 4/4 time but he skips a lot of beats. (Skips, i.e., doesn't play, but they're still there.) He also hits the off-eighths a bunch which gives it a hesitant, almost awkward feel. But if you count 1/2/3/4, you'll note the one beat is always strong.
