My first ever Honey Select 2 mod, and for that I pick a character I like instead a popular one. Also because she's relatively simple. Gotta start small, y'know.  Many thanks to roy12 for the knowledge, enimaroah for SB3UGS tool, and others for helping. There are many limitation for this mod (please read down below for details), some of them are inherent problem with the game, and some because of my own decision. Like I don't use bonesframework (at least for now) thus less customization. But then I never intend to make my head mods as custom parts for other character. Anyway before all that I hope the mod works for everyone (first time ever making a zipmod), so let me know if the mods don't work or you noticed some issues that I don't list below.

Requirements:

If you build your HS2 setup from scratch you need:

-Bepinex 

-Bepis Plugins for HS2

-Resource Redirector 

-HS2API 

-HS2ABMX 

-Overlay Mod for HS2

-HeadBundleRedirect for HS2  (starting from v1.1 for makeup)

If you use a repack then it may have all of them installed already

How to use:

Just drop the mods and UserData folder to your HS2 folder (no need to extract the zipmod file)

Load the included card then modify it if you want, I do not suggest building the character from scratch

Limitation:

-HS2 ONLY! Not tweaked or tested for AI as I don't have that game anymore

-No bones framework (for now) meaning limited customization, and compatibility with other hair if they clip

-Yes, there's still some slight neck seam, it's the best I can do for now 

Update Notes:

v.1.1: 

-Tears are now working

-Scalp (seen in fringe and sideburn) can be colored together with the hair now

-Custom make-up included, no more overlay necessary (plugin required, see requirement section)

-New card included with applied make-up and adjusted slider

Been testing her for a couple of days now, I haven't seen anything outside what you described on the post (the neck seam is far less noticeable than I thought), so from me is a two thumbs up! The good news is that if this is baseline quality for HS2, I'm really excited about the future.

Thanks for the report! I still need to fix the tears, it's one major problem that keep bugging me. Well it was the same with HS1 back then, later I managed to make the tears working properly. Learning as I go.
