This is Julie from Like A Dragon: Infinite Wealth (or 龍が如く8). I can't find a site that has her profile so let me explain: she's a mechanic and owner of a workshop, specialized on crafting and upgrading your party members' weapons. She has uh, interesting personality. And also distinctive look which is one of few reasons I picked her to be ported to HS2.

And while she has unique mesh and textures being NPC the quality is less detailed than more important casts. I often asked about many characters from Yakuza games but unfortunately most of them shared generic NPC/pedestrian model with even less quality than named NPC like Julie here (for example, many Seiryo High students in Lost Judgment). So ultimately I have to prioritize the one with unique mesh/textures and acceptable quality.
