As regards accents, in addition to David Tennant’s varying accents in this episode, it should be pointed out that Pauline Collins (Queen Victoria), having grown up in Liverpool, normally has a Scouse accent. Here she’s doing a very fine RP (Received Pronunciation), of the type only the upper class and Royal family use. That sing-song cadence you commented on is very much a part of that style of speaking (listen to recordings of Queen Elizabeth over the years). Collins is an outstanding actor, and as someone else mentioned, she actually appeared in the Classic Doctor Who story The Faceless Ones back in 1967 (2nd Doctor), and was offered an ongoing role as a companion, but she turned it down because she had stage commitments already booked.
