We're down to three proposals in the runoff. To sum up your choices:

  • Volcano
  • Wizard and clocktower
  • Wizard and volcano

Mix and match them how you like, but you're getting a wizard or a volcano one way or the other. I hope that's acceptable. Anyway, let's recap the proposals:

Carl proposes a red dragon's lair on a volcanic island, with a settlement for the dragon's minions.

Odd proposes an ancient, rusting, arcane clocktower, sitting forgotten amid the dark ruins of a destroyed city. Underneath, there is a chronomancer's workshop and laboratory.

Shawn proposes a wizard's tower on an island that hovers over a volcanic caldera.

I don't know how much additional work it would make for you, or if you have a policy against combining Cartographic Congress suggestions, but... a powerful enough red dragon could well have a wizard as a "minion" and a powerful enough wizard could arrange for a red dragon to, purposely or not, guard his wizard tower.

Or of course there is significant precedent for dragons being able to assume humanoid form, and being master of the arcane. So the crazy chronomancer who set up shop in the ruined city at the foot of a volcano turns out to be a wizard using the geothermal activity to power her arcane mechanical devices turning out to also be a dragon is not too far fetched. Bonus: The city was destroyed in the future by the volcano erupting, the dragon/wizard tried to pull it back in time to prevent the destruction, but only managed to do it partially and got just the ruined city. They are now constructing an eldritch machine, of which the clock tower is an important part, to try and re-reverse time, undo the failed time travel, and resurrect the city. Why does a dragon care so much about the city? I leave that for you.
