About Tatsuya's Active air Mine, sure Shizuku only has to pull a trigger to shoot, but it doesn't mean that just anyone can do what she does. That's cuz SHE still needs to activate the CAD itself. Without being able to activate the sequence, or having sufficient psion, then you won't be able to shoot it. The CAD is basically like a car without gas. To drive it, you need to know HOW to drive it and you need money to buy gas. Shizuku basically has the knowledge to drive it (Skills), and has a lot of money to fuel it also(her amount of Psion, or in gaming terms: she has a lot of MP).

Also, Tatsuya's CAD is basically (using the same analogy) changing her's from like a Nissan to a Lamborghini (he gave her a better model in a sense).
