The website it's on is very interesting - it's mainly a "translation" (from older, more literary Japanese to more modern, colloquial Japanese) of the book 『美味求真』 (Bimikyushin), written by 木下謙次郎 (Kinoshita Kenjiro) in 1925. He was a politician, but also known as a "gourmet," and this book was a bestseller in its time.
